Ellen Quigley is Vice President of Programs at the Richard M. Fairbanks Foundation, a private foundation in Indianapolis. Ellen leads the Foundation’s grantmaking in its focus areas of Health, Education and Vitality of Indianapolis. Previously, Ellen was Chief of Staff for the Office of Congressman Andre Carson and Deputy Mayor for Community Affairs with the City of Indianapolis under Mayor Bart Peterson. Other experience includes leadership of a non-profit aimed at solving Indianapolis’ most pressing issues through public-private partnerships. Ellen also practiced law at two law firms and was law clerk for a federal district judge in Indiana.
