–ProNet Pre-Conference
This day-long professional development opportunity will focus on the evolving role of program officers in the community foundation field. As the Council's fall conference provides a macro-level view of philanthropy and the community foundation field, the ProNet Preconference will offer content specific to grantmaking and how program officers can approach their work better, more efficiently and more creatively. Sessions will feature experts in the grantmaking field as well as significant opportunities for peer to peer learning that will give attendees concrete ideas to take back to their foundations.
The Pre-Conference keynote speaker is Bill Somerville, a nationally recognized expert on creative grantmaking with over 50 years of experience in the field of philanthropy. Bill is President and Founder of Philanthropic Ventures Foundation, which specializes in creative giving programs customized to donor interests. In addition, Bill spent 17 years as Executive Director of the Peninsula Community Foundation (now known as the Silicon Valley Community Foundation).
The preconference will also feature an innovation lab facilitated by the dynamic Beth Kanter, who has over 30 years experience working in the nonprofit sector in technology, training, capacity building, evaluation, fundraising, and marketing. This interactive learning lab will lead to new ideas about how community foundation program officers can think about their work and grantmaking differently. Session topics will also include "Raising Unrestricted Dollars," led by Ralph Serpe, Vice President of Development for the Baltimore Community Foundation and an interactive, round-robin style exchange featuring hot-button issues for program officers such as: measuring impact, proactive grantmaking, grantee/funder relationships, grantmaking technology, and funder collaboratives, among others.

As community foundations enter their second century of existence, their ability to engage locally and convene multiple stakeholders in their regions will be increasingly significant. While this is a role suited for community foundations, it is important to build the capacity to engage effectively and facilitate extensive community dialogues with a wide range of stakeholders. Through our conversations with community foundation leaders and other stakeholders, we've heard an increasing demand for a high-level in-person meeting with community foundation leaders on how to best respond to harmful policy proposalsspecifically, a proposed 5-year payout for all donor advised funds. Community foundation leaders attending the retreat will assist in developing a multi-year tax reform campaign for community foundations. Her forthcoming book, Community Foundations in the United States: Their Origins, Growth and Development from 1914 to the Present, will hold surprises for many and overturn much of what we thought we knew about our own history. –Deep Dive - Giving Days: What’s Working , What’s Not, and the Future for Online Giving Campaigns
Junior Ballroom ABetween Giving Days and #GivingTuesday, community foundations are increasingly organizing online giving campaigns to turn more people into philanthropists. Now with several years of experience and hundreds of millions raised, what have we learned? This Deep Dive will provide both Giving Day veterans and relative newcomers valuable lessons they can implement in their own communities.
2:15 p.m. to 3:15 p.m.: Tales from the Trail: What Trial and Error Has Taught Us How can we best use social media to drive a campaign? What kind of prizes actually work? What's the best way to engage new donors? To choose a technology partner? In this round of fast-paced lightning talks, community foundations will share actionable insights from one aspect of their campaign. In addition, Knight Foundation will share its finding from a survey of 18 Giving Days across the country, and Henry Timms, founder of #GivingTuesday, will offer his thoughts on how local funders can benefit from and best plug into what has become one of the biggest days of giving nationally.
3:15 to 4:15: The Giving Day Peer Learning Exchange Because we often learn best from our peers, participants will break up into small discussion circles, each focusing on an important aspect of Giving Days. Facilitators will stoke the discussion, then report back to the larger group on the main takeaways.
4:15 to 5:15: Sustainability -- and the Future With a few Giving Days under their belts, community foundations are beginning to ask how they can ensure these campaigns are financially sustainable. And some are beginning to experiment, by cutting costs, raising fees for nonprofit participants, or even using the Giving Days as a way to increase their funds under management. Our panelists look at the future of Giving Days and what these campaigns can ultimately mean for the future of community foundations.

–Deep Dive - Scholarships, Fellowships and Student Loan Forgiveness
Junior Ballroom BThe need for scholarships and other assistance has never been greater as student loan debt has doubled since 2007, leaving many to think it is poised to be the next financial crisis. Community foundations play a vital role in helping students attend college by providing scholarships, fellowships and in some cases, student loan forgiveness programs. This session will open with Council attorneys Suzanne Friday and Lara Kalwinski reviewing the legal requirements and IRS guidance that community foundations must follow to administer scholarships including the complicated rules applicable to employer-sponsored scholarships.
Next, David Lindberg, Chief Financial Officer of the Council of Michigan Foundations and Randy Maiers, President of the Community Foundation of St. Clair County (MI) will discuss how a group of community foundations in Michigan have been exploring the option of providing scholarships to graduates that return to their local community. The purpose of the scholarships would be to pay off student loans. Mr. Lindberg will also explain how the Detroit law firm Clark Hill researched the legal issues and provided an opinion supporting this type of scholarship program under the right conditions.
Finally, Susie Nelson, Executive Director of the Community Foundation for the Ohio Valley and Judy Sjostedt, Executive Director of the Parkersburg Area Community Foundation will discuss how they partnered to create the Civic Leaders Fellowship Program. This grant-funded program provides paid internships to college students in their field of study within their region. The students work for six weeks and convene one day a week for leadership and community training. The goal behind the program is to show these young people that there are good job opportunities in their home communities. Attorneys Friday and Kalwinski will also explain the tax implications and legal issues associated with this type of program.

The County's 2500 nonprofits that need at least 20,000 trustees, and ECCF is helping to support a leadership pipeline that fills those roles. There is little in the civic or professional life of most people that prepares them well for governance, fiduciary responsibility, compliance, strategy, succession, sustainability, vision, or other elements of the public trust for which they find themselves responsible. Visible community needs and tangible philanthropic opportunities go unmet because leadership is not always up to the challenge.

A Public Private Partnership That Transforms a Community
In January, 2012, the Mayor and City Council, in response to city staff's recommendation, asked the Community Foundation of Greater Greensboro to convene a community-wide task force. The group would study the economic feasibility of building a new performing arts center, the economic impact of a downtown location, the business model necessary for successful operations, and how to finance its construction. An 82-member task force was created representing all segments of the community, as well as proponents and opponents to the project. An objective analysis of the community's performing arts needs was professionally done and convenings of businesses, citizens, and local arts groups were held. The findings were used to develop a community-based recommendation back to City Council. This part of the project, Phase I, was privately funded and involved thousands of citizens. All meetings were open to the public and media coverage was extensive. It evolved into one of the largest community conversations in the City's history. In February, House Ways and Means Committee Chairman Dave Camp (R-MI-4) released a tax reform discussion draft, with many proposed changes that would have a direct bearing on individuals' giving incentives as well as the way in which tax-exempt organizations go about their business. Among those propsals is a mandatory 5-year payout of donor advised funds. On the Table: Finding Solutions to Issues through Community Dialogue
This session will present a model for civic engagement drawing from The Chicago Community Trust's largest public facing initiative - On the Table. To commemorate its 99th anniversary, the Trust invited thousands of Chicagoland residents to discuss how to collaboratively build and maintain strong, safe and dynamic communities. The imaginative public square was designed to generate new ideas, inspire bold solutions, and cultivate relationships to improve communities throughout the region. The Trust engaged over 11,500 residents - including all local media - in nearly 1,100 conversations. Every Chicagoland neighborhood and residential zip code in the city, as well as 11 area counties were represented. As a lead up to its 100th anniversary, the On the Table conversations provided a forum to explore what it means to be part of a community in the 21st century and inform the Trust's work to improve the quality of life of the region and its residents.

Room 25ABThe future of Donor Advised Funds (DAFs) may be in jeopardy, due to a proposed tax bill.
DAFs are a unique investment tool for communities across the country, yet DAFs are misunderstood. The recent Urban Institute Donor Advised Fund Survey demonstrates the value of DAFs on a number of levels. As the survey results clearly show, DAFs can enhance a community foundation's discretionary grant making and facilitate a donor's engagement with his or her community. Yet, the future of DAFs depends largely on how we communicate their value.
This session will discuss how we individually and collectively communicate the value of DAFs in our communities. We will discuss how our communications and donor services teams can work together to collect and share these important stories. Together, we can convey how community foundations facilitate local solutions to the causes and issues that matter most.

–Outside the Lines: Foundations' Role in Reinventing Public Education in Cleveland
Exhibit Level Room 21In 2006, the Cleveland Foundation and The George Gund Foundation embarked on a joint strategy to reinvent public education in Cleveland. The two foundations partnered with the Cleveland Metropolitan School District (CMSD) and high-performing charter schools to create a portfolio of excellent schools in Cleveland, autonomous in their operations and accountable for student success. This strategic initiative resulted in the creation of 14 new, semi-autonomous district innovative schools and ten high-performing charter schools working in partnership with the district.
The promise of these newly created schools compelled the development of Cleveland's groundbreaking Plan for Transforming Schools in 2012. Commissioned by Mayor Frank Jackson, the plan was developed by the CMSD, the Cleveland and George Gund foundations, Greater Cleveland Partnership, Breakthrough Charter Schools, and the mayor's staff. The goal of the Cleveland Plan is to ensure every child in Cleveland attends a high-quality school and that every neighborhood has a multitude of great schools from which families can choose.
Landmark legislation to support the Cleveland Plan was signed into law in July 2012. In November 2012, Cleveland voters demonstrated their commitment to the plan by voting for the largest levy in the city's historythe first to share revenue with partnering charter schools. Five new schools are opening this fall and other important reform initiatives are underway. This session will provide the background, context, lessons, and outlook for the work ahead. See why Cleveland is small enough to make it work and large enough to make it matter.

Room 26CIn a new Kettering Foundation/Philanthropy for Active Civic Engagement (PACE) report on the topic of transparency and accountability in the field of philanthropy, philanthropic and nonprofit leaders describe an alternative understanding of "accountability" that is based on relationships rooted in respect and clarity. The report suggests that the implications of this understanding ought to be the subject of conversation across the sector, as it responds to the accountability movement.
Report author Brad Rourke, program officer at the Kettering Foundation, and Christopher Gates, former Executive Director of PACE and the new president of the Sunlight Foundation, will describe the report and lead a discussion addressing questions raised by the report including: How public are philanthropic dollars? What is the obligation of philanthropy to the community and fields it funds? Does the increasingly 'public' role of philanthropy change the equation? How can we add clarity and context to transparency? What is our responsibility for showing impact? How can we improve our working relationship with citizens and demonstrate respect?

–What Does Your Community Care Most About: Using Design Thinking in Philanthropy
Exhibit Level Room 22Design thinking is successfully used by companies like Idea and Coopers Union to help develop desired solutions and build products and experiences. How can philanthropists borrow from those practices to identify the problems their community cares about and the solutions that motivate them? Marnie Webb, CEO of Caravan Studios, will describe the community design process that she and her team have developed and deployed. This process has resulted in successful projects like SafeNight - an app that helps provide urgently needed shelter for domestic violence and human trafficking survivors - and Range - a mobile app that shows the nearest place for a youth to get a free summer meal.
Their five step design process - Generate, Design, Select, Build and Use - emphasizes genuine listening, collaboration, and most important, a process that allows community members to be engaged in problem identification and solution development. In practice, this results in better and more targeted programs. It also provides multiple opportunities to educate community members about a wide array of resources within their community. In this session, participants will overview the process, determine opportunities to deploy it, and understand the resources necessary to implement in their communities. Participants will also leave with a wide variety of learning resources for future reference.

The CLN grew out of the CFLeads Cultivating Community Engagement Panel's Call to Action that urged community foundations to work more closely with residents as partners in order to deepen their impact. At this session, you'll find motivation from the experiences of the foundations that participated in the CLN. You'll also receive three new publications from CFLeads: a report citing lessons learned, a collection of stories from the field and a guidebook to explore your readiness.

–Site Session: From Vision to Transformation: How the Arts Can Drive Community Change
Three Cleveland cultural organizations have led the transformation of the physical appearance, the economic heart, and the lifeblood vibrancy of their formerly depressed city neighborhoods. A social-justice-focused progressive theater, a contemporary art museum and a major entertainment and theater complex have each been the visionary and the catalyst for the unlikely, but now commonplace partnerships and collaborations that are changing the face of Cleveland. Cleveland Public Theatre and the Gordon Square Arts District in a west side inner-city neighborhood, the Museum of Contemporary Art and the multi-anchor institution collaboration in the Uptown neighborhood - home to Cleveland's cultural, health care and educational anchor institutions, and the historic downtown PlayhouseSquare theatre district, are changing how people live, work, and play in Cleveland.

–Site Session: Land Use as a Connector and Economic Driver
Like many urban centers and industrial towns, Cleveland has been challenged in recent decades by drastic population declines and a surplus of vacant urban land. The great recession and foreclosure crisis have exacerbated the problem and restricted resources available to address urban blight. In Cleveland, public and private entities have worked together to transform vacant land and promote sustainable economic development. On this tour you will see outcomes of these collaborative efforts and learn about the role philanthropy can play in the effort to creatively re-use land in order to spur economic growth.
This tour will include visits to Rivergate Park, a 2.8 acre parcel of land in the center of Cleveland's Flats District, Evergreen Cooperative & Green City Growers and Cleveland's MidTown District.

–Site Session: Philanthropy’s Role in Changing the Landscape of Out-of-School Time Programs
In 2008, the Cleveland Foundation and its community partners rolled out My Commitment, My Community (MyCom), a youth development initiative that serves children from kindergarten through college. MyCom created several best practice components aiming to inspire and prepare Greater Cleveland's young people to reach their full potential and become good citizens. The Out of School Time (OST) component challenges communities across the county to address youth and families' most pressing need for access to safe, quality OST activities. In addition, a professional development component was created that infuses training, assessment tools and technical assistance to increase youth development competencies in MyCom partner agencies. This unique arrangement between Cuyahoga County, the Cleveland Foundation and Starting Point (an information and referral agency) has created a network throughout the community to address the need for alternate approaches to OST services.
On this learning tour, we will meet innovative providers that are trained, incorporate best practices in youth development and build skills of young people that attend their programs and linkages to additional services in the community.

–What's New with National Standards-Salon
Room 25ABEvery five years, the community foundation field selects representatives to review the National Standards for U.S. Community Foundations. 2015 marks the tenth anniversary of the first community foundations receiving their accreditation; therefore the National Standards Action Team, the Community Foundation National Standards Board, and the Council on Foundations took this moment to reflect on ensuring the National Standards reflect effective and legal practices of the field as well as provide a streamlined submission process. During the session, the 2015 National Standards program upgrades will be presented to the field. This presentation is the first of many that will be provided by the CFNSB through the Council or regional associations.

–“Where Do You Work?” 29 Million Americans Want to be Asked this Question!
Room 25CSome Americans are born with a disability; others become disabled as a result of an accident, illness, or the natural aging process. In 2015, 25 years after passage of the Americans with Disabilities Act more than 80 percent of the 29 million working-aged Americans with disabilities are unemployed or underemployed -- the highest unemployment rate in the country. They live at poverty levels, are dependent on public assistance, generally invisible to the broader society, and frequently feel excluded from mainstream civic and social participation. The New York Community Trust will lead a conversation with three dynamic leaders from the business and government sectors who share innovative efforts they are leading, in partnership with philanthropy, to increase the number of disabled people in the workforce, including philanthropy's workforce. There is an important role community foundations can play with businesses and State governments to expand the number of people with disabilities working in local communities

–Deep Dive - Agency Funds and Affiliates – New Ideas about the Role of the Community Foundation
Junior Ballroom BCommunity foundations are often seen as attractive options for nonprofit agencies and smaller geographically-based foundations looking for administrative and fundraising support, or ways to maximize investment performance. The Council legal team receives numerous questions on the traditional agency fund structure and affiliate relationships. At the same time, some community foundations have pioneered new ways to work with agencies and affiliates. This session will begin with Council attorneys Lara Kalwinski and Suzanne Friday explaining the legal requirements for component funds as they apply to agency funds and affiliate relationships. They will also discuss the different legal structures available for affiliates, the confusion surrounding financial reporting, use of a d/b/a and naming issues for affiliates, and other legal topics such as unrelated business income and investment management and licensing. Next, a representative from The Community Foundation of Greater New Haven and his team will discuss a new model for agency fund investment management and support that is working in New Haven. Assisted by experienced Connecticut attorneys, this Community Foundation performed the necessary due diligence, researched and received legal opinions that support this new business model whereby the agency fund is not held as a component fund of the Community Foundation. The result is a way to compete differently that is providing new income sources for this Community Foundation.

Human Trafficking in the United States: A National Overview and Summary of Promising Counter-Trafficking Strategies
Human trafficking occurs when people profit from the control and exploitation of others, and it is a human rights abuse and a crime that occurs in countries all throughout the world, every day, and in our communities right here at home. Forms of modern slavery affect men and women, adults and children, U.S. citizens and foreign nationals, and documented and undocumented persons, and the crime can be characterized by multiple types including both sex trafficking and labor trafficking. The International Labor Organization (ILO) estimates that there are 21 million people in modern slavery around the world, and that as one of the fastest growing criminal industries in the world, traffickers generate $150 billion dollars from this massive global scourge. In this session, Bradley Myles, the CEO of Polaris, will provide an overview of the main types of human trafficking that are occurring in communities all throughout the United States crime of trafficking. He will also provide a summary of how organizations like Polaris are implementing effective counter-trafficking strategies in communities that include activities focused on public awareness, victim identification, victims services, policy reform, capacity building, prevention, and partnering with law enforcement, business, and government. Applying lessons learned from over 12 years of anti-trafficking work, Mr. Myles will help provide tools and a roadmap for concrete steps that can be implemented in every community in the United States to effectively combat this crime.

Junior Ballroom AThis session will introduce the Resident Engagement Guidebook, a set of new reflection-to-action tools that staff and board can use to help community foundations strengthen their understanding of why and how to engage residents as partners on critical community issues. The Guidebook emerged from the 2013-14 Resident Engagement Community Leadership Network (CLN), led by CFLeads in partnership with the Aspen Institute Community Strategies Group. The session will briefly introduce the content and objectives of the Guidebook, with members of the CLN sharing their experience with selected tools. Participants will then divide into table groups to engage in a Guidebook activity using experiences from their own foundations.
This session is Part Two of a series. Part One, offered by CFLeads, will describe the findings and lessons from the Community Leadership Network. Attendance at Part One is strongly recommended to provide the context and framing for Part Two.

–Community Leadership through Economic Empowerment of Nonprofit Partners
Exhibit Level Room 20Empowering diverse organizations and the communities they serve is one of our most important acts of leadership. Raising sustainable support for the missions of local nonprofit organizations is the unique role of community foundations. Assets will leave the community as estates are settled. Many of our nonprofit partners need the support and stewardship of the community foundation to attract major gifts and support from their long time annual fund donors. This session will provide a simple, step by step program that can be implemented by any community foundation without additional staffing or expense. Leading endowment building is the intersection between sustainable funding, endowment building and donor relationships, and a strategic product mix. Using research from the field, this session will provide the business rationale and the tools to implement a program with little additional operating cost.

This session presents two cases of how community foundations are working in close concert with federal agencies to leverage mission-related strategies:
Until it happens to you The New Mexico Community Foundation and the Federal Emergency Management Agency (FEMA) will share how they have worked together to create a disaster recovery fund and a unique partnership with the Santa Clara Pueblo's tribal leaders to secure federal restoration funds after devastating fires and floods have destabilized the Santa Clara Canyon, the Pueblo's ancestral homeland. Presenters will discuss how public funds and diverse private funds can be braided to support different aspects of recovery. Catastrophic disasters impact everything and it really takes a village to rebuild the village.
The Chicago Community Trust and The Greater Kansas City Community Foundation will share how they are able to bring expanded use of the internet to low-income neighborhoods and vulnerable populations by capitalizing on the federal government's $4.7 billion Broadband Technology Opportunities Program (BTOP). In 2009, BTOP began to expand the nation's broadband infrastructure by funding 200 projects across the country including 123 infrastructure projects, 66 public computing centers, and 44 Broadband adoption programs for underserved populations. Learn about Chicago's Smart Communities strategies, Kansas City's neighborhood-by-neighborhood approach, and how BTOP support for data collection and evaluation helped focus and document the impact of these projects.

–From Here to There - Ebola's Effects and the Role of Private Philanthropy

There are critical gaps in response and recovery efforts, and long-term recovery that must be met in order to stop the spread of the virus and bring areas catastrophically affected to complete recovery. The federal government has recently increased its efforts on place based work and is focused on the coordination of services to increase impact and outcomes. Through My Brothers Keeper, Promise Zones, Performance Partnerships Pilots and other place based initiatives the federal government hopes to serve as a convener, data provider, and catalyst for local solutions to help communities across the country thrive. My Brother's Keeper and Promise Zones in particular speak to the need to include fast growing populations and communities that have been historically marginalized. Kania, Kramer and Russell from FSG have stirred the philanthropic pot by their writings on this approach. Many community philanthropy practitioners argue for the value of responsive grantmaking exercised in often complex environments. The question for this session is whether community foundations can learn anything from the strategic philanthropy' discussion or is it just a matter of pouring old wine into new bottles.

–We Are Philanthropy
As community foundations enter their second century, we must keep pace with the changing face of society and our communities. We must become more inclusive in who we consider to be donors and how we engage them. Diverse donors bring deep values and commitment to assisting communities, often approaching their philanthropy in distinctive ways. Philanthropy professionals who have successfully expanded their donor bases will guide an interactive discussion about how community foundations can effectively engage diverse donors in their communities. The D5 Coalition's short film, I Am a Philanthropist: Diverse Voices in Giving, will frame the discussion by highlighting a broad spectrum of philanthropists and their impacts in communities across the nation.
The session will draw on lessons learned from donor gatherings in Los Angeles and Chicago convened by the D5 Coalition, a five-year initiative to advance diversity, equity, and inclusion in philanthropy. We will also examine case studies of community foundations that successfully expanded their donor bases by engaging people of color, LGBTQ individuals, women, and people with disabilities. Including these groups is necessary to build vibrant community foundations that will attract the next generations of leaders and donors who demand higher levels of inclusiveness.

–What's New with National Standards
Room 25CEvery five years, the community foundation field selects representatives to review the National Standards for U.S. Community Foundations. 2015 marks the tenth anniversary of the first community foundations receiving their accreditation; therefore the National Standards Action Team, the Community Foundation National Standards Board, and the Council on Foundations took this moment to reflect on ensuring the National Standards reflect effective and legal practices of the field as well as provide a streamlined submission process. During the session, the 2015 National Standards program upgrades will be presented to the field. This presentation is the first of many that will be provided by the CFNSB through the Council or regional associations.

Room 25CThe centenary of the Cleveland Foundation has provided an important moment for the global community foundation field to celebrate and reflect on gains made over the last hundred years, as well as to consider how it can rise to challenges of today's increasingly complex world. The Community Foundation Atlas provides the first visual overview of the global field in all its diversity, highlighting how the idea of community philanthropy has roots and relevance in multiple different contexts. At the same time, the community philanthropy field is being challenged by initiatives like What's Next for Community Philanthropy? which urges for more creative thinking than ever as to how of community philanthropies - that build assets, agency and trust at the community level - can drive positive and lasting social change. This kind of reflection is not only occurring within North America, where the community philanthropy field is most established. Internationally, the new Global Alliance for Community Philanthropy (a collaborative learning platform administered by the Global Fund for Community Foundations) seeks to demonstrate why the field matters and how mainstream development can support and harness and benefit from its potential more effectively. –Merging Community Foundations, Legal Practice and Pitfalls
Junior Ballroom BCollaborative strategies are a powerful way for community foundations to accelerate their impact. As community foundations consider What's next for Community Philanthropy, some are thinking about merging staff, offices, and resources. Leading experts in collaboration and strategic restructuring will explain the different types of partnerships and provide the information you need to advance this conversation in your community. Justin Aiken, Counsel at the Council on Foundations, will act as a moderator for the session and lead the discussion from a corporate business perspective with an eye toward the impact on the nonprofit sector.
To begin the session, Venroy July, Associate at International law firm Hogan Lovells, will discuss mergers from a legal perspective. Mr. July focuses his practice on mergers and acquisitions among other corporate governance issues. Having led several large companies through mergers and debt offerings, Mr. July can speak to the legal ramifications and hurdles that must be addressed during the process. Mr. July can also explain the common pitfalls and matters that present themselves during a merger.
To follow up on the particular legal issues, Jenny Parks, President & CEO of the New Mexico Community Foundation, will share her experience as she leads the foundation through its own merger and speak to the practical effects of the legal considerations. This will offer an interesting mix of black letter law, with practical application that will give the attendees an all-encompassing view of mergers. Ms. Parks can speak to some issues that may be particularly interesting for community foundations to consider when going through a merger. As a former community foundation staffer, Council on Foundations attorney Lara Kalwinski will also be on hand to help explain the legal requirements from a Federal tax standpoint.

The role of community foundations is evolving. Community challenges are becoming more complex and require more dynamic problem solving. One avenue for channeling this entrepreneurial spirit is through partnerships Social Venture Partners, a network of philanthropic investors that create pockets of innovation, accelerated community impact, and grantmaking in ways that build the capacity of local nonprofits. These partnerships are not without risk but they have generated new donors for community foundations, new leadership for community foundation boards, and new ways to learn and innovate while remaining true to the community foundation's brand identity and stature in the community. This day-long professional development opportunity will focus on the evolving role of program officers in the community foundation field. As the Council's fall conference provides a macro-level view of philanthropy and the community foundation field, the ProNet Preconference will offer content specific to grantmaking and how program officers can approach their work better, more efficiently and more creatively. Sessions will feature experts in the grantmaking field as well as significant opportunities for peer to peer learning that will give attendees concrete ideas to take back to their foundations.
The Pre-Conference keynote speaker is Bill Somerville, a nationally recognized expert on creative grantmaking with over 50 years of experience in the field of philanthropy. Bill is President and Founder of Philanthropic Ventures Foundation, which specializes in creative giving programs customized to donor interests. In addition, Bill spent 17 years as Executive Director of the Peninsula Community Foundation (now known as the Silicon Valley Community Foundation).
The preconference will also feature an innovation lab facilitated by the dynamic Beth Kanter, who has over 30 years experience working in the nonprofit sector in technology, training, capacity building, evaluation, fundraising, and marketing. This interactive learning lab will lead to new ideas about how community foundation program officers can think about their work and grantmaking differently. Session topics will also include "Raising Unrestricted Dollars," led by Ralph Serpe, Vice President of Development for the Baltimore Community Foundation and an interactive, round-robin style exchange featuring hot-button issues for program officers such as: measuring impact, proactive grantmaking, grantee/funder relationships, grantmaking technology, and funder collaboratives, among others.

Through our conversations with community foundation leaders and other stakeholders, we've heard an increasing demand for a high-level in-person meeting with community foundation leaders on how to best respond to harmful policy proposalsspecifically, a proposed 5-year payout for all donor advised funds. Community foundation leaders attending the retreat will assist in developing a multi-year tax reform campaign for community foundations. The second half of the retreat will provide opportunities for robust discussion and networking.

Junior Ballroom ABetween Giving Days and #GivingTuesday, community foundations are increasingly organizing online giving campaigns to turn more people into philanthropists. Now with several years of experience and hundreds of millions raised, what have we learned? This Deep Dive will provide both Giving Day veterans and relative newcomers valuable lessons they can implement in their own communities.
2:15 p.m. to 3:15 p.m.: Tales from the Trail: What Trial and Error Has Taught Us How can we best use social media to drive a campaign? What kind of prizes actually work? What's the best way to engage new donors? To choose a technology partner? In this round of fast-paced lightning talks, community foundations will share actionable insights from one aspect of their campaign. In addition, Knight Foundation will share its finding from a survey of 18 Giving Days across the country, and Henry Timms, founder of #GivingTuesday, will offer his thoughts on how local funders can benefit from and best plug into what has become one of the biggest days of giving nationally.
3:15 to 4:15: The Giving Day Peer Learning Exchange Because we often learn best from our peers, participants will break up into small discussion circles, each focusing on an important aspect of Giving Days. Facilitators will stoke the discussion, then report back to the larger group on the main takeaways.
4:15 to 5:15: Sustainability -- and the Future With a few Giving Days under their belts, community foundations are beginning to ask how they can ensure these campaigns are financially sustainable. –Deep Dive - Scholarships, Fellowships and Student Loan Forgiveness
Junior Ballroom BThe need for scholarships and other assistance has never been greater as student loan debt has doubled since 2007, leaving many to think it is poised to be the next financial crisis. Community foundations play a vital role in helping students attend college by providing scholarships, fellowships and in some cases, student loan forgiveness programs. This session will open with Council attorneys Suzanne Friday and Lara Kalwinski reviewing the legal requirements and IRS guidance that community foundations must follow to administer scholarships including the complicated rules applicable to employer-sponsored scholarships.
Next, David Lindberg, Chief Financial Officer of the Council of Michigan Foundations and Randy Maiers, President of the Community Foundation of St. Clair County (MI) will discuss how a group of community foundations in Michigan have been exploring the option of providing scholarships to graduates that return to their local community. The purpose of the scholarships would be to pay off student loans. Mr. Lindberg will also explain how the Detroit law firm Clark Hill researched the legal issues and provided an opinion supporting this type of scholarship program under the right conditions.
Finally, Susie Nelson, Executive Director of the Community Foundation for the Ohio Valley and Judy Sjostedt, Executive Director of the Parkersburg Area Community Foundation will discuss how they partnered to create the Civic Leaders Fellowship Program. This grant-funded program provides paid internships to college students in their field of study within their region. The students work for six weeks and convene one day a week for leadership and community training. The goal behind the program is to show these young people that there are good job opportunities in their home communities. Attorneys Friday and Kalwinski will also explain the tax implications and legal issues associated with this type of program.

Building the Board of Your Dreams: More and Better Trusteeship in the 21st Century
Essex County Community Foundation (ECCF) has developed a comprehensive and highly successful Center for Nonprofit Excellence to foster expert trustees and high-functioning boards. The County's 2500 nonprofits that need at least 20,000 trustees, and ECCF is helping to support a leadership pipeline that fills those roles. There is little in the civic or professional life of most people that prepares them well for governance, fiduciary responsibility, compliance, strategy, succession, sustainability, vision, or other elements of the public trust for which they find themselves responsible. Visible community needs and tangible philanthropic opportunities go unmet because leadership is not always up to the challenge.

A Public Private Partnership That Transforms a Community
In January, 2012, the Mayor and City Council, in response to city staff's recommendation, asked the Community Foundation of Greater Greensboro to convene a community-wide task force. The group would study the economic feasibility of building a new performing arts center, the economic impact of a downtown location, the business model necessary for successful operations, and how to finance its construction. An 82-member task force was created representing all segments of the community, as well as proponents and opponents to the project. An objective analysis of the community's performing arts needs was professionally done and convenings of businesses, citizens, and local arts groups were held. The findings were used to develop a community-based recommendation back to City Council. This part of the project, Phase I, was privately funded and involved thousands of citizens. All meetings were open to the public and media coverage was extensive. It evolved into one of the largest community conversations in the City's history. Join us to learn more about this public-private partnership in the works.

Room 26CCommunity foundations are often investing in a variety of initiatives and organizations to achieve community-wide change. This work is often complex, long term, and can take many forms. This makes it difficult for grantmakers to measure changes that occur at the community-wide level. At the same time, community foundations are increasingly focused on the use of data, performance measurement, and evaluation for learning to assess progress and understand the impact of their contributions.

Momentum is building for a major overhaul of our tax code, and it is imperative for philanthropic organizations to weigh in on the conversation. In February, House Ways and Means Committee Chairman Dave Camp (R-MI-4) released a tax reform discussion draft, with many proposed changes that would have a direct bearing on individuals' giving incentives as well as the way in which tax-exempt organizations go about their business. Among those propsals is a mandatory 5-year payout of donor advised funds. Come discuss the steps the Council is taking to ensure that this troubling provision doesn't become law, what we could do differently, and how you can help. On the Table: Finding Solutions to Issues through Community Dialogue
This session will present a model for civic engagement drawing from The Chicago Community Trust's largest public facing initiative - On the Table. To commemorate its 99th anniversary, the Trust invited thousands of Chicagoland residents to discuss how to collaboratively build and maintain strong, safe and dynamic communities. The imaginative public square was designed to generate new ideas, inspire bold solutions, and cultivate relationships to improve communities throughout the region. The Trust engaged over 11,500 residents - including all local media - in nearly 1,100 conversations. Every Chicagoland neighborhood and residential zip code in the city, as well as 11 area counties were represented. As a lead up to its 100th anniversary, the On the Table conversations provided a forum to explore what it means to be part of a community in the 21st century and inform the Trust's work to improve the quality of life of the region and its residents.

Community Impact Funds - Lessons from the Field
This Peer Share will reflect on the successes and challenges of Community Impact Funds through a case study of the Greater Houston Community Foundation's Strategic and Homelessness Funds. Community Impact Funds offer donors a way to give together in a focused, strategic way to make a significant difference on an issue. Each Community Impact Fund is unique, but what they all hold in common is that they are donor-driven. These funds are great donor engagement tools as donors form a learning community and engage in strategic giving and venture philanthropy. Room 25ABThe future of Donor Advised Funds (DAFs) may be in jeopardy, due to a proposed tax bill.
DAFs are a unique investment tool for communities across the country, yet DAFs are misunderstood. The recent Urban Institute Donor Advised Fund Survey demonstrates the value of DAFs on a number of levels. As the survey results clearly show, DAFs can enhance a community foundation's discretionary grant making and facilitate a donor's engagement with his or her community. Yet, the future of DAFs depends largely on how we communicate their value.
This session will discuss how we individually and collectively communicate the value of DAFs in our communities. We will discuss how our communications and donor services teams can work together to collect and share these important stories. Together, we can convey how community foundations facilitate local solutions to the causes and issues that matter most.

Canada's community foundation movement is exploring collective action and impact on multiple levels. Initiatives range from brand building via its first national awareness campaign to mobilizing community knowledge via Vital Signs then acting on that research through shared value partnerships in areas like youth and sport. This session will explore how community foundations are navigating local priorities with national opportunities and the work that's taking place to find common ground and shared benefit.

–Outside the Lines: Foundations' Role in Reinventing Public Education in Cleveland
Exhibit Level Room 21In 2006, the Cleveland Foundation and The George Gund Foundation embarked on a joint strategy to reinvent public education in Cleveland. The two foundations partnered with the Cleveland Metropolitan School District (CMSD) and high-performing charter schools to create a portfolio of excellent schools in Cleveland, autonomous in their operations and accountable for student success. This strategic initiative resulted in the creation of 14 new, semi-autonomous district innovative schools and ten high-performing charter schools working in partnership with the district.
The promise of these newly created schools compelled the development of Cleveland's groundbreaking Plan for Transforming Schools in 2012. Commissioned by Mayor Frank Jackson, the plan was developed by the CMSD, the Cleveland and George Gund foundations, Greater Cleveland Partnership, Breakthrough Charter Schools, and the mayor's staff. The goal of the Cleveland Plan is to ensure every child in Cleveland attends a high-quality school and that every neighborhood has a multitude of great schools from which families can choose.
Landmark legislation to support the Cleveland Plan was signed into law in July 2012. In November 2012, Cleveland voters demonstrated their commitment to the plan by voting for the largest levy in the city's historythe first to share revenue with partnering charter schools. Five new schools are opening this fall and other important reform initiatives are underway. This session will provide the background, context, lessons, and outlook for the work ahead. See why Cleveland is small enough to make it work and large enough to make it matter.

Room 26CIn a new Kettering Foundation/Philanthropy for Active Civic Engagement (PACE) report on the topic of transparency and accountability in the field of philanthropy, philanthropic and nonprofit leaders describe an alternative understanding of "accountability" that is based on relationships rooted in respect and clarity. The report suggests that the implications of this understanding ought to be the subject of conversation across the sector, as it responds to the accountability movement.
Report author Brad Rourke, program officer at the Kettering Foundation, and Christopher Gates, former Executive Director of PACE and the new president of the Sunlight Foundation, will describe the report and lead a discussion addressing questions raised by the report including: How public are philanthropic dollars? What is the obligation of philanthropy to the community and fields it funds? Does the increasingly 'public' role of philanthropy change the equation? How can we add clarity and context to transparency? What is our responsibility for showing impact? How can we improve our working relationship with citizens and demonstrate respect?

–What Does Your Community Care Most About: Using Design Thinking in Philanthropy
Exhibit Level Room 22Design thinking is successfully used by companies like Idea and Coopers Union to help develop desired solutions and build products and experiences. How can philanthropists borrow from those practices to identify the problems their community cares about and the solutions that motivate them? Marnie Webb, CEO of Caravan Studios, will describe the community design process that she and her team have developed and deployed. This process has resulted in successful projects like SafeNight - an app that helps provide urgently needed shelter for domestic violence and human trafficking survivors - and Range - a mobile app that shows the nearest place for a youth to get a free summer meal.
Their five step design process - Generate, Design, Select, Build and Use - emphasizes genuine listening, collaboration, and most important, a process that allows community members to be engaged in problem identification and solution development. In practice, this results in better and more targeted programs. It also provides multiple opportunities to educate community members about a wide array of resources within their community. In this session, participants will overview the process, determine opportunities to deploy it, and understand the resources necessary to implement in their communities. Participants will also leave with a wide variety of learning resources for future reference.

–Site Session: Philanthropy’s Role in Changing the Landscape of Out-of-School Time Programs
In 2008, the Cleveland Foundation and its community partners rolled out My Commitment, My Community (MyCom), a youth development initiative that serves children from kindergarten through college. MyCom created several best practice components aiming to inspire and prepare Greater Cleveland's young people to reach their full potential and become good citizens. The Out of School Time (OST) component challenges communities across the county to address youth and families' most pressing need for access to safe, quality OST activities. In addition, a professional development component was created that infuses training, assessment tools and technical assistance to increase youth development competencies in MyCom partner agencies. This unique arrangement between Cuyahoga County, the Cleveland Foundation and Starting Point (an information and referral agency) has created a network throughout the community to address the need for alternate approaches to OST services.
On this learning tour, we will meet innovative providers that are trained, incorporate best practices in youth development and build skills of young people that attend their programs and linkages to additional services in the community.

–What's New with National Standards-Salon
Room 25ABEvery five years, the community foundation field selects representatives to review the National Standards for U.S. Community Foundations. 2015 marks the tenth anniversary of the first community foundations receiving their accreditation; therefore the National Standards Action Team, the Community Foundation National Standards Board, and the Council on Foundations took this moment to reflect on ensuring the National Standards reflect effective and legal practices of the field as well as provide a streamlined submission process. During the session, the 2015 National Standards program upgrades will be presented to the field. This presentation is the first of many that will be provided by the CFNSB through the Council or regional associations.

–“Where Do You Work?” 29 Million Americans Want to be Asked this Question!
Room 25CSome Americans are born with a disability; others become disabled as a result of an accident, illness, or the natural aging process. In 2015, 25 years after passage of the Americans with Disabilities Act more than 80 percent of the 29 million working-aged Americans with disabilities are unemployed or underemployed -- the highest unemployment rate in the country. They live at poverty levels, are dependent on public assistance, generally invisible to the broader society, and frequently feel excluded from mainstream civic and social participation. The New York Community Trust will lead a conversation with three dynamic leaders from the business and government sectors who share innovative efforts they are leading, in partnership with philanthropy, to increase the number of disabled people in the workforce, including philanthropy's workforce. –Deep Dive - Agency Funds and Affiliates – New Ideas about the Role of the Community Foundation
Junior Ballroom BCommunity foundations are often seen as attractive options for nonprofit agencies and smaller geographically-based foundations looking for administrative and fundraising support, or ways to maximize investment performance. The Council legal team receives numerous questions on the traditional agency fund structure and affiliate relationships. At the same time, some community foundations have pioneered new ways to work with agencies and affiliates. This session will begin with Council attorneys Lara Kalwinski and Suzanne Friday explaining the legal requirements for component funds as they apply to agency funds and affiliate relationships. They will also discuss the different legal structures available for affiliates, the confusion surrounding financial reporting, use of a d/b/a and naming issues for affiliates, and other legal topics such as unrelated business income and investment management and licensing. Next, a representative from The Community Foundation of Greater New Haven and his team will discuss a new model for agency fund investment management and support that is working in New Haven. Assisted by experienced Connecticut attorneys, this Community Foundation performed the necessary due diligence, researched and received legal opinions that support this new business model whereby the agency fund is not held as a component fund of the Community Foundation. The result is a way to compete differently that is providing new income sources for this Community Foundation.

Human Trafficking in the United States: A National Overview and Summary of Promising Counter-Trafficking Strategies
Human trafficking occurs when people profit from the control and exploitation of others, and it is a human rights abuse and a crime that occurs in countries all throughout the world, every day, and in our communities right here at home. Forms of modern slavery affect men and women, adults and children, U.S. citizens and foreign nationals, and documented and undocumented persons, and the crime can be characterized by multiple types including both sex trafficking and labor trafficking. The International Labor Organization (ILO) estimates that there are 21 million people in modern slavery around the world, and that as one of the fastest growing criminal industries in the world, traffickers generate $150 billion dollars from this massive global scourge. In this session, Bradley Myles, the CEO of Polaris, will provide an overview of the main types of human trafficking that are occurring in communities all throughout the United States crime of trafficking. He will also provide a summary of how organizations like Polaris are implementing effective counter-trafficking strategies in communities that include activities focused on public awareness, victim identification, victims services, policy reform, capacity building, prevention, and partnering with law enforcement, business, and government. Applying lessons learned from over 12 years of anti-trafficking work, Mr. Myles will help provide tools and a roadmap for concrete steps that can be implemented in every community in the United States to effectively combat this crime.

Junior Ballroom AThis session will introduce the Resident Engagement Guidebook, a set of new reflection-to-action tools that staff and board can use to help community foundations strengthen their understanding of why and how to engage residents as partners on critical community issues. The Guidebook emerged from the 2013-14 Resident Engagement Community Leadership Network (CLN), led by CFLeads in partnership with the Aspen Institute Community Strategies Group. The session will briefly introduce the content and objectives of the Guidebook, with members of the CLN sharing their experience with selected tools. Until it happens to you The New Mexico Community Foundation and the Federal Emergency Management Agency (FEMA) will share how they have worked together to create a disaster recovery fund and a unique partnership with the Santa Clara Pueblo's tribal leaders to secure federal restoration funds after devastating fires and floods have destabilized the Santa Clara Canyon, the Pueblo's ancestral homeland. Presenters will discuss how public funds and diverse private funds can be braided to support different aspects of recovery. Catastrophic disasters impact everything and it really takes a village to rebuild the village.
The Chicago Community Trust and The Greater Kansas City Community Foundation will share how they are able to bring expanded use of the internet to low-income neighborhoods and vulnerable populations by capitalizing on the federal government's $4.7 billion Broadband Technology Opportunities Program (BTOP). In 2009, BTOP began to expand the nation's broadband infrastructure by funding 200 projects across the country including 123 infrastructure projects, 66 public computing centers, and 44 Broadband adoption programs for underserved populations. Learn about Chicago's Smart Communities strategies, Kansas City's neighborhood-by-neighborhood approach, and how BTOP support for data collection and evaluation helped focus and document the impact of these projects.

–We Are Philanthropy
As community foundations enter their second century, we must keep pace with the changing face of society and our communities. We must become more inclusive in who we consider to be donors and how we engage them. Diverse donors bring deep values and commitment to assisting communities, often approaching their philanthropy in distinctive ways. Philanthropy professionals who have successfully expanded their donor bases will guide an interactive discussion about how community foundations can effectively engage diverse donors in their communities. The D5 Coalition's short film, I Am a Philanthropist: Diverse Voices in Giving, will frame the discussion by highlighting a broad spectrum of philanthropists and their impacts in communities across the nation.
The session will draw on lessons learned from donor gatherings in Los Angeles and Chicago convened by the D5 Coalition, a five-year initiative to advance diversity, equity, and inclusion in philanthropy. We will also examine case studies of community foundations that successfully expanded their donor bases by engaging people of color, LGBTQ individuals, women, and people with disabilities. Including these groups is necessary to build vibrant community foundations that will attract the next generations of leaders and donors who demand higher levels of inclusiveness.

–What's New with National Standards
Room 25CEvery five years, the community foundation field selects representatives to review the National Standards for U.S. Community Foundations. 2015 marks the tenth anniversary of the first community foundations receiving their accreditation; therefore the National Standards Action Team, the Community Foundation National Standards Board, and the Council on Foundations took this moment to reflect on ensuring the National Standards reflect effective and legal practices of the field as well as provide a streamlined submission process. During the session, the 2015 National Standards program upgrades will be presented to the field. This presentation is the first of many that will be provided by the CFNSB through the Council or regional associations.

–Assets, Capacities, Trust: Why Community Philanthropy Matters from Austin to Zagreb
Room 25CThe centenary of the Cleveland Foundation has provided an important moment for the global community foundation field to celebrate and reflect on gains made over the last hundred years, as well as to consider how it can rise to challenges of today's increasingly complex world. The Community Foundation Atlas provides the first visual overview of the global field in all its diversity, highlighting how the idea of community philanthropy has roots and relevance in multiple different contexts. At the same time, the community philanthropy field is being challenged by initiatives like What's Next for Community Philanthropy? which urges for more creative thinking than ever as to how of community philanthropies - that build assets, agency and trust at the community level - can drive positive and lasting social change. This kind of reflection is not only occurring within North America, where the community philanthropy field is most established. Internationally, the new Global Alliance for Community Philanthropy (a collaborative learning platform administered by the Global Fund for Community Foundations) seeks to demonstrate why the field matters and how mainstream development can support and harness and benefit from its potential more effectively. Join this session to discuss how the global community philanthropy discourse is evolving, the vital and diverse roles these organizations are playing in communities around the world, and to explore opportunities for how community philanthropy may continue to thrive in the 100 years to come.

–Merging Community Foundations, Legal Practice and Pitfalls
Junior Ballroom BCollaborative strategies are a powerful way for community foundations to accelerate their impact. As community foundations consider What's next for Community Philanthropy, some are thinking about merging staff, offices, and resources. Leading experts in collaboration and strategic restructuring will explain the different types of partnerships and provide the information you need to advance this conversation in your community. Justin Aiken, Counsel at the Council on Foundations, will act as a moderator for the session and lead the discussion from a corporate business perspective with an eye toward the impact on the nonprofit sector.
To begin the session, Venroy July, Associate at International law firm Hogan Lovells, will discuss mergers from a legal perspective. Mr. July focuses his practice on mergers and acquisitions among other corporate governance issues. Having led several large companies through mergers and debt offerings, Mr. July can speak to the legal ramifications and hurdles that must be addressed during the process. Mr. July can also explain the common pitfalls and matters that present themselves during a merger.
To follow up on the particular legal issues, Jenny Parks, President & CEO of the New Mexico Community Foundation, will share her experience as she leads the foundation through its own merger and speak to the practical effects of the legal considerations. This will offer an interesting mix of black letter law, with practical application that will give the attendees an all-encompassing view of mergers. Ms. Parks can speak to some issues that may be particularly interesting for community foundations to consider when going through a merger. As a former community foundation staffer, Council on Foundations attorney Lara Kalwinski will also be on hand to help explain the legal requirements from a Federal tax standpoint.

–Strange Bedfellows: The Dynamic Relationship between Community Foundations and Social Venture Partners
The role of community foundations is evolving. Community challenges are becoming more complex and require more dynamic problem solving. Donors are becoming more knowledgeable and expecting more diverse philanthropic options. These same donors are pushing community foundations to lead and involve donors as part of the process. One avenue for channeling this entrepreneurial spirit is through partnerships Social Venture Partners, a network of philanthropic investors that create pockets of innovation, accelerated community impact, and grantmaking in ways that build the capacity of local nonprofits. These partnerships are not without risk but they have generated new donors for community foundations, new leadership for community foundation boards, and new ways to learn and innovate while remaining true to the community foundation's brand identity and stature in the community. This session explores the ups and downs of establishing a partnership with entrepreneurially-minded prospective donors in your community and the developing relationship between community foundations and the Social Venture Partners network.
